Katy council authorizes staff to negotiate ERP contract with Univeris for Microsoft Dynamics

Katy City Council on Feb. 9 voted to authorize staff to negotiate a contract with Univeris Inc. to implement a Microsoft Dynamics 365 enterprise resource planning (ERP) package recommended by consultant Plant Moran.
Consultant recap: Natalie Schwartz of Plant Moran told the council the citys yearlong ERP selection process generated 13 vendor responses and 10 proposals that met minimum criteria; four vendors were shortlisted after demonstrations, reference checks and due diligence. She said the selection emphasized business functionality, implementation partner quality and security. "The preferred vendor" she said, "is Microsoft 365 Dynamics, and Univeris is the implementer in the recommended package."
Security and scope: Council members asked whether security responsibilities would remain the citys or be part of the vendors cloud-hosted offering. Schwartz said the chosen package is cloud-hosted and governed under the vendors security policy and attestation; she added the team had performed security due diligence and found this platform to be the most secure among those evaluated.
Council action: Councilmember Court moved and Councilmember Robertson seconded a motion authorizing staff to negotiate an agreement with Univeris Inc. for the city ERP system; the motion passed on a voice vote.
Why it matters: The ERP will touch finance, human resources, payroll, utility billing and other city operations; council and staff framed the procurement as both a technology and a policy/process change that will require cross-department coordination during implementation.
Next steps: Staff will begin negotiations with Univeris and return any required contract documents to the council for approval per city procurement rules.
