Planning staff urges council to designate Rosebud (Budd) House for historic preservation

Artie Harris, chair of the Planning Board, explained that the house is associated with the Budd family, a prominent Black family in Sandy Spring whose members were early educators and landowners in the community. Rebecca Balow and Serena Bolliger of the planning department described the property’s research, site visits beginning in 2022, archival documentation, and the planning board’s unanimous December 2025 decision to place the property on the locational atlas.
Staff recommended designation under Chapter 24A of the Montgomery County Code, proposing an environmental setting of about 2.7 acres to include the historic dwelling and landscape features such as a hedgerow dating to circa 1920. Bolliger noted the house retains historic integrity and embodies the history of African American education and landownership in the area. Council members welcomed the briefing and thanked staff; the public hearing on the item was scheduled for the afternoon session at 1:30 p.m., with a Planning, Housing and Parks Committee work session set for March 16, 2026.
The council did not take a final vote at the briefing; the designation proceeds through the scheduled public‑hearing process.
