Helene Lulich, Josephine County property manager, presented Board Order No. 2026-008 concerning the sale of surplus county land on New Hope Road (parcel R324954). She told the board the parcel was listed at counter sale, that an offer met the county’s minimum requirement and that the offer had been accepted by the Board on March 3, 2026. Lulich said the balance of proceeds after administrative costs will be deposited into the county reserve account.
Commissioner Gary Richardson asked whether neighboring property owners were aware of the sale; Lulich said they were. Richardson then moved to approve Board Order No. 2026-008; Commissioner Colene Martin seconded the motion. The roll call recorded Richardson—abstained, Martin—yes, Smith—yes; the minutes also state, "Motion carried 3-0." The record contains that apparent inconsistency between the abstention and the recorded tally.
The Board’s action approved the quitclaim sale as described in the order; the minutes do not specify the buyer’s identity or the dollar amount received after administrative costs.
