Livingston council adopts FY2025–26 budget; ordinance A-854 passes by record vote

The Livingston City Council on Sept. 9 adopted Ordinance No. A-854, approving the city budget for the fiscal year beginning Oct. 1, 2025 and ending Sept. 30, 2026.
City Manager Billy S. Wiggins presented the preliminary budget materials that had been introduced to the council on Aug. 12. Mayor Judy B. Cochran opened a public hearing at 5:29 P.M.; with no members of the public speaking for or against the proposal, the hearing was closed at 5:42 P.M.
Alderman Raymond Luna moved to adopt the ordinance and Alderman Bobby Jackson, Sr. seconded. The council adopted the ordinance by record vote: AYES—Aldermen Luna, Elgin Davis, Jackson, Andy Evans and Alan Cook; NOES—None. The ordinance is captioned "ORDINANCE NO. A-854 AN ORDINANCE ADOPTING A BUDGET FOR THE ENSUING FISCAL YEAR BEGINNING OCTOBER 1, 2025 AND ENDING SEPTEMBER 30, 2026; REPEALING ALL ORDINANCES IN CONFLICT HEREWITH."
Council also approved proposed adjustments to revenues and disbursements for the current fiscal year (Oct. 1, 2024–Sept. 30, 2025) after a presentation by the City Manager; that motion was approved unanimously.
Next steps: the ordinance as adopted will be reflected in the city's published budget documents for the coming fiscal year and in routine city financial planning.
