Council clears surplus declaration to pursue 40 MW local solar lease (Project Gemini)

Huntsville City Council on March 26 declared certain jointly owned city-county property surplus so the mayor can negotiate terms for a ground-lease to host a proposed 40-megawatt solar project, referred to in staff materials as "Project Gemini." Urban Economic Development staff said Madison County had already approved the surplus declaration, and staff expects a lease proposal and specific terms to return to the council for final approval.
Shane Davis, the city’s urban economic development director, said the project partner has worked with Huntsville Utilities on prior local-generation projects and that the site could feed locally generated power directly onto the Huntsville Utilities grid. "This would generate 40 megawatts of locally sourced power input directly onto the Huntsville Utilities grid," Davis said, adding that the next council meeting would receive the proposed lease terms.
Council approved the surplus declaration unanimously, enabling staff to negotiate details and return with a proposed lease for council action. The project is intended to diversify local supply and reduce purchased-power exposure over time; the ultimate economic and rate impacts will depend on negotiated pricing and TVA/regulatory approvals.
