Solutions Council agrees staff should oppose HUD mixed-status proposal and authorizes chair to submit comment

Summary
Staff warned of a proposed HUD rule that would end a long-standing mixed-status household policy; the council indicated no objections to staff asking the chair to submit a comment opposing the proposed rule before the public comment period closes.
County staff alerted the council to a proposed U.S. Department of Housing and Urban Development rule that would change how households with mixed immigration eligibility receive rent assistance and asked the council to allow the chair to sign a comment opposing the proposal.
Jess Larson explained the change and its local impact: "HUD is proposing the the current administration is proposing a rule change that would end that 40 year practice and, impact, thousands of people," and said staff estimated 39 Washington County households could be affected, including many children. Larson said the county board had unanimously taken a "no" position on the proposed rule and recommended council members consider authorizing the chair to sign a public comment on the council's behalf because the public-comment period would close before the next meeting.
Drew asked if anyone objected to granting the chair that authority; no members voiced objection during the meeting, and staff said they would proceed with the letter and encouraged individuals and organizations to submit comments as well. The council did not take a formal roll-call motion; staff recorded informal assent and plans to submit the comment.
County staff and members also encouraged broader public engagement to increase the number of comments HUD must review.
Staff will proceed with submitting a comment consistent with the board's position and the council's informal assent.
