Cargill to temporarily close CR15 for overpass construction; reopening set for April 1, 2026

County Judge Isabel Izzy Carrasco said the Court approved a temporary closure of County Road 15 to accommodate an overpass construction project for the Cargill plant in Parmer County. Cargill representatives presented the plan and told the Court the company "will be doing all the construction on the road ... at their expense," including raising the road elevation and addressing drainage issues.

The Court discussed project scope and timing before voting to authorize the temporary closure and associated road work. Commissioner Kirk Frye seconded the motion to approve, and the motion passed by majority vote. County documents presented at the meeting list April 1, 2026 as the target reopening date for the closed segment of CR15.

The closure will affect the section of CR15 from County Road M north to the construction area; Cargill said it will carry out the work and assume construction costs. The Court did not vote on a detour plan during the public session. The decision also included standard administrative approvals to allow county staff to coordinate inspections and ensure drainage work meets county standards.

The temporary closure was discussed as part of routine agenda business; no public comments were offered during the meeting. The Court approved the closure in open session and later adjourned to a closed session before reconvening and adjourning the meeting.
