Staff described the procurement and design history: an AIA contract was established in January 2025 with an estimated $12 million construction cost; subsequent design development and a guaranteed maximum price (GMP) from the CMAR put construction costs at approximately $14.4 million. The fee adjustment represents 9.5% applied to the delta between the original estimate and the revised GMP, reflecting added scope and additional square footage (about 4,162 square feet added to the building program).
Council discussed whether the fee adjustment covers additional design work and confirmed the adjustment is for design fees associated with added scope; staff said the additional fee will be paid from bond proceeds associated with the CO bond financing and is not part of the GMP. Council approved both items by voice vote.
