Macomb council approves liquor licenses, appointments, interim police chief and grant authorization

At its meeting the Macomb City Council handled a slate of routine and personnel matters, voting to approve several licenses, appointments and a grant authorization.
The council adopted the consent agenda by unanimous roll call. It approved an ordinance creating a Class V liquor license for Wear Brands Inc., doing business as Lucky’s Landing, at 504 West Jackson Street following a second reading and background checks. City attorney (speaker 9) confirmed required notices were provided and that no written protests had been filed.
Council also waived the second reading and approved a special‑event liquor license for Saint Paul School’s trivia night scheduled for Jan. 31, 2026, between 6 p.m. and 11 p.m. A Saint Paul representative (speaker 11) described the event as an annual fundraiser; one council member (speaker 4) cautioned about consistent treatment of repeat applicants but the motions carried.
The council adopted a resolution reappointing Dr. Christopher Storpson to the Macomb Airport Authority Board of Commissioners for a term beginning Jan. 1, 2026 and ending Jan. 1, 2031.
On personnel matters, the council appointed Lieutenant Todd Tedrow as interim police chief effective Oct. 20, 2025; Tedrow took the oath of office before the council. The motion to appoint carried by roll call.
The council authorized staff to submit a competitive grant application to the NRA Foundation Northern Illinois State Fund GRAMA Program for training equipment and range materials for the police department; staff said the program requires no local match and the department had already submitted a request through the foundation’s catalog.
Several other items were presented as first readings or placed on next week’s Committee of the Whole: the city’s proposed tax levy for 2025 (est. $3,400,500), an ordinance to abate certain taxes for debt service, an authorization to seek up to $45 million from the Illinois Public Water Supply Loan Program for a planned water plant expansion, and a first reading of a lease with Lifeguard Ambulance Service for Fire Station No. 2. Item 12 was pulled from the agenda and no action was taken.
The meeting included brief committee reports and community updates, acceptance of a planning‑commission resignation and an adjournment.
