During the public‑comment period the council heard three substantive appeals from residents and community groups.
Lina Moy, the Rosemead library representative (introduced by staff), described a new 'Star Tutoring' program for grades 1–6 and a revived homework center that offers tutor assistance Tuesday–Friday; she encouraged families to register and distributed printed materials.
Dulce Garcia, a California Climate Action Fellow speaking on behalf of Heart of Compassion and Pastor Eric, thanked the city for past partnership and presented the nonprofit’s outreach totals for the holiday period and the year. Garcia said volunteers helped distribute hundreds of thousands of pounds of food and tens of thousands of toys and that the organization served thousands of residents; she thanked volunteers and asked the council to help publicize 2026 events when dates are available.
A resident identified by the mayor as Ms. Kaye urged Rosemead officials to support Monterey Park residents opposing a proposed artificial‑intelligence data center across the border. The speaker cited concerns about the electrical grid, water scarcity, wildfire risk and potential noise and air‑quality impacts, and urged attendance at Monterey Park’s Feb. 4 council meeting. “Once it is built, there is no going back,” the commenter said, urging independent environmental review if a study proceeds.
Councilmembers and staff thanked speakers, noted the city’s connection to nonprofit partners, and confirmed standard channels for following up on cross‑jurisdictional issues such as land‑use decisions outside Rosemead’s boundaries.
