Council backs seasonal banners for Garvey Avenue gateway; staff to return with year‑of designs

City parks staff presented a proposal to create a formal Garvey Avenue gateway banner program with design standards, installation guidance and a choice of display cadences. The program would use about 22 banner locations on the Garvey Avenue bridge as a civic gateway, staff said.
Parks staff described three timing options (one standard banner for the full year, seasonal banners rotated four times a year, or monthly themes) and recommended either a single‑year standard or seasonal banners because monthly rotation would be staff‑intensive and costly. Staff also recommended the banners be for city use only (not for outside organizations) and noted structural and safety considerations tied to mounting and pole hardware.
Councilmembers generally preferred a seasonal banner program and emphasized keeping designs and a tag word simple and readable for drivers. Councilmember Steven Lee, who requested the item be placed on the agenda, suggested seasonal themes tied to city events (tree lighting for winter, Easter/spring events, July 4 for summer, fall festivals). Councilmember Sean Dang and Mayor Pro Tem Polly Lowe noted some samples were visually busy and recommended simpler graphics and prominent tag words (examples offered: 'Welcome', 'Explore'). Staff agreed to return with a set of four seasonal design options and schedule for implementation, and to work with Public Works on installation and maintenance plans.
No formal council vote was required; the council provided direction to staff to prepare the designs and implementation details for future council review.
