Macomb council approves a slate of TIF-backed residential rehab grants totaling roughly $167,000 in projects

The Macomb City Council on Oct. 20 approved a package of FY2026 residential rehabilitation grants for properties in the Macomb Downtown Eastside TIF District, authorizing awards that generally cover up to 90% of TIF-eligible project costs or $5,000, whichever is less.
Community development staff presented each resolution in turn. The first award, to applicant Danny Carmack for 926 East Elm Street, will cover up to $5,000 toward windows, doors and siding. Staff said qualifying projects are eligible for up to $5,000 within three successive fiscal years and that the awards are limited to 90% of TIF-eligible costs or the stated dollar cap.
Miranda Lambert, a community development staff member, summarized the month’s cases and project estimates: "For September, as you guys can see in the attachment . . . the quote was for $6,100, and the city would be putting in $5,000," she said.
Council then moved through separate resolutions approving awards for multiple addresses, including 1002 East Calhoun (Joby and Stacy Foxhall), 315 North Monroe (Joby and Stacy Foxhall), 714 North Pearl (Joby and Stacy Foxhall), 909 East Carroll (Andres Hernandez and Christina Kling), 530 North Dudley (Troy Rhodes), 1314 East Wheeler (FMN Properties LLC), 718 East Adams (Roger and Sally Morris), 440 North Madison (Roger and Sally Morris), 318 North Monroe (Lucas Hurd) and 503 East Carroll (Julia Flynn). Vote records show each resolution was moved and approved by roll call; several items included a recusal by Alderman Don Wynne because he owns property within the TIF district.
Staff later summarized program totals, saying the East Side program would represent roughly $167,182.13 in construction work with about $95,988.77 remaining in the program after these awards. A staff member also noted larger downtown trends: about $1,000,000 in owner-funded downtown projects over the past decade, with approximately $600,000 coming from the city’s TIF district.
Council members thanked staff and the applicants, several of whom attended the meeting. All recorded votes on the listed resolutions were affirmative where recorded, and recusal notes were entered where indicated.
What’s next: the council did not delay any of the listed awards; the items were approved at the meeting and will be implemented according to program rules and administrative processes.
