City Manager Fox reviewed upcoming community events and summarized consent-calendar items, which included approval of the March 17 regular meeting minutes, ratification of the check register (March 11–24), and a second-reading title-only action and adoption of an ordinance amending Title 22 of the Diamond Bar Municipal Code to establish multifamily and mixed-use residential objective design standards (planning case PL 2024-51). The consent calendar also included adoption of resolution numbers noted to authorize preparation of engineers reports to establish assessments for landscape assessment districts 38, 39 (2022) and 41 (2021), and an approval to exonerate certain bonds related to a parcel map for Bridal Canyon Business Park.

The City Clerk called the roll: Council Member Chao was absent; Council Member Liu — yes; Council Member Tang — yes; Mayor Pro Tem Lo — yes; Mayor Tai — yes. The motion passed and the consent items were adopted as read.
The ordinance title and planning case were read on the record; the staff report listed the planning-case number PL 2024-51 and stated the amendment adds Chapter 22.19 to establish objective design standards in accordance with state housing law.
