Cleburne council awards Lakeshore Park contract, approves $14.6M project budget

City parks staff described a concept for Lakeshore Park that emphasizes water-based amenities — a boat launch and ramp, kayak launch, fishing piers, boardwalks, a swim beach, trails, playgrounds, pavilions, restrooms and parking. Staff presented alternate bid packages and recommended including Alternate 1 (reconfigured boat launch), Alternate 2 (southern parking/amenities near the dam) and Alternate 3 (small pavilions near the swim beach). The council was told the project contains eight distinct water elements that increase construction risk and complexity, which led staff to request a 15% contingency of roughly $1.9 million.
Staff said bids came in with a base range from about $9.6 million to $15.1 million; the recommended low, responsive bidder was JB and Co., resulting in a base-plus-alternates total of approximately $12.7 million. Combined with contingency and other adjustments, staff proposed a total project budget of roughly $14.6 million funded from the Lakeshore project allotment, a $3.9 million transfer from Buddy Stewart Park funds, and about $900,000 in bond interest and other available funds. Staff and an advisory committee recommended proceeding without the lower-ranked Outdoor Education alternate at this time to preserve future flexibility.
Mayor Scott Kane and Park Department staff emphasized multi-year planning and coordination with public works for roads and utilities near the site. Parks staff said the anticipated construction schedule is about 18 months once work begins, excluding weather or supply delays.
Councilmember Blake Jones moved to approve the contract and include Alternate Bids 1–3; the motion carried unanimously.
The council directed staff to proceed methodically with project execution and communications to nearby residents as construction planning proceeds.
