Neighbors and reviewers raise flooding, wetlands and business‑history concerns about NP Solar Farm zoning petition

Summary
Multiple residents and a public commenter told the board the NRCS review lacked a site plan and flagged extensive floodplain and ponding on the parcel; neighbors expressed worries about above‑ground cabling, runoff and loss of farmland access if the NP Solar Farm LLC petition proceeds.
Public commenters addressed a zoning petition for NP Solar Farm LLC during the board’s public‑comment period on April 21.
Yvonne Daniels (speaker 17) said she had submitted a letter to board members and that the petition packet included an NRCS study that notes the reviewer was not given a site plan, making it unclear whether floodplain or wetland areas would be affected. Daniels cited NRCS findings that a substantial portion of the parcel experiences flooding and frequent ponding and referenced the McHenry County Unified Development Ordinance requirement that facilities be sited to minimize impacts to woodlands, wetlands and floodplains.
Dolores Mallory (speaker 6), a neighboring landowner, said she and her husband farm across the street and expressed concerns that pile driving for panel pylons could damage clay soils, that panel glare and fencing would restrict farm access, and that runoff from the site could affect local creeks. Mallory told the board the area has experienced severe flooding and asked the county to preserve farmland and protect waterways rather than approving development that could harm neighbors.
Commenters asked the board to ensure that a complete site plan and flood/runoff analysis are available to reviewers before approvals and to follow local ordinance language limiting encroachment into floodplains and wetlands. The board did not take a vote on the petition at the meeting; the public record includes letters and an NRCS review flagged during public comment.
