Agricultural consultant seeks home-occupation permit for off-site consulting; neighbor raises safety concerns

Adam Stumbo, identified by the moderator as representing Rare Plant Incorporated, told the Planning and Zoning Department at the March 17 hearing that he and his wife operate an agricultural consulting business that visits nurseries and sends samples out for testing rather than bringing work into the home. "My wife and I are agricultural consultants... So nobody will be coming to our house for any purposes," Stumbo said.
During public comment, neighbor Joyce Peart identified herself and said she came for information and was concerned about safety and potential ongoing activity near her property. "Our first concern was for safety... We weren't aware as to what the business entails if we'll have, like, constant activities going back and forth," Peart said.
The moderator clarified that Type 1 home occupations do not allow customer contact at the residence and reiterated the code limits (no signage, no customers, and space and vehicle restrictions). Stumbo affirmed he would uphold the rules and later confirmed agreement with section 4.2 0.31. The moderator said a written decision would be issued to the applicant within 24–48 hours.
