Riverside council approves emergency contract to reline pipe at Woodman sinkhole

Riverside, March 27 — The Riverside City Council voted unanimously Friday to authorize an emergency contract with Interliner Solutions to reline a corrugated pipe beneath a sinkhole along Woodman, city officials said.
City Manager Josh told the council the pipe can be relined rather than fully excavated, a method he said will be significantly less expensive than the several-hundred-thousand-dollar estimate that full replacement could have required. “Fortunately for us, the pipe is able to simply be relined,” Josh said, adding the approach should cause little to no traffic interruptions.
The manager said staff will need rights of entry from adjacent business owners so the contractor can run lining equipment through the pipe and that outreach to those owners has already been completed. A councilmember asked whether work would start immediately; Josh replied that scheduling requires the council’s action but that the contractor will be put on the city’s radar and scheduled as soon as possible.
Councilmember Maxfield moved to approve the emergency measure and Angel Patterson seconded. Because the resolution was presented as an emergency, the council conducted a roll-call vote; each member voted yes and the motion carried.
The emergency contract authorizes the city to proceed with relining repairs and directs staff to coordinate rights-of-entry with neighboring businesses. City officials said relining was pursued to limit cost and disruption compared with a full dig-and-replace operation.
