Lebanon council asks attorney to draft ordinances for two short-term rentals and a certificate of appropriateness

The Lebanon plan commission recommended approval of a small awning in the historic district and two short-term rental (VRBO) applications, and the council moved to have the city attorney draft the necessary ordinances.
A plan commission representative told the council the awning application "was all in compliance with the district, and it was unanimous" and described the two VRBO proposals as consistent with prior approvals. Council members debated whether Lebanon should set geographic limits, caps on the number of short-term rentals or other stipulations to preserve neighborhoods.
One council member said the town should consider limiting rentals to business districts: "It should be in a business district because it's a business," a member said, urging discussion of zoning options. Other council members noted short-term rentals help visiting families and act as a de facto lodging option while the town lacks a hotel.
A motion directing the city attorney to draft ordinances for the two short-term rentals and the certificate of appropriateness was made and the council recorded affirmative roll-call responses. Council members asked that drafted ordinances come back for committee and ordinance review before final votes.
Council members also asked staff to research how other municipalities regulate short-term rentals so the council can consider geographic or numeric limits prior to any permanent ordinance.
