City Manager Jeff Boynton introduced the award, recounting incidents including a Jan. 18 welfare check that led deputies to find an 84-year-old woman in urgent need of medical care, a Jan. 26 welfare call that resulted in a man being transported to UCI Medical Center with major facial bruising, and a Feb. 9 cardiac emergency at a Valley View Avenue Chevron where Deputy Medrano initiated CPR until medical responders arrived. Staff said Deputy Medrano has patrolled La Mirada since December 2019 and served as a training officer since February 2024.
Deputy Frank Medrano accepted the plaque and emphasized the team nature of patrol work, saying, “I— m just a sampling of the many men and women that don this uniform every day.” City leaders praised his persistence and composure, and the mayor called the recognition “one of the highest honors the city can give.”
The council presented the plaque and invited family members forward for a photo. No formal policy action was attached to the recognition; it was a ceremonial award highlighting individual service by a deputy of the Los Angeles County Sheriff's Department.
