Commissioner (speaker 5) moved to approve the draft as written for finalization; Commissioner (speaker 3) seconded, and the motion passed by voice vote. Staff said it will return a final version for formal adoption at the next meeting.
The action does not itself grant multi-year approvals to any licensee; it authorizes staff to finalize the form and return it for the board's adoption and formal sign-off.
