Director Rhodes, the city’s director of public service, told the committee the project would be the city’s eighth lead service‑line replacement effort and said the work would cover about 1,500 additional service lines. He said the city expects roughly 53% of eligible costs to be reimbursed through the Ohio Water Development Authority (OWDA) program and that the city would cover the remaining approximately 47% from local funds. "And, with your approval, we'll replace another 1,500 lines," Rhodes said.
The committee made the motion to forward the resolution and approved it unanimously 5‑0. Committee members did not identify a detailed per‑project schedule or the exact neighborhoods to be served during the committee discussion; Rhodes described the figure as an approximate count.
If approved by full council and the loan is awarded, the agreement would designate a repayment source for the loan as required by the Water Supply Revolving Loan program.
