City staff explained the calculation method: a three‑year weighted average of bids for comparable projects, with property owners assessed 100% of storm lateral costs and 20% of storm main costs (the stormwater utility covers the remaining 80%). For nonresidential parcels, staff recommended a storm main rate of $12.06 per parcel frontage foot; a 6‑inch lateral assessment of $2,306.65; an 8‑inch lateral assessment of $3,228.48; and a 12‑inch lateral assessment of $3,607.32.
For residential parcels, staff proposed a 6‑inch lateral assessment of $2,008.81, a storm main assessment of $586.08 per parcel, and a combined total assessment of $2,594.89 where both lateral and main apply; staff noted these totals are down from last year (previous combined total $2,705.60). Eric said the decreases reflect recent larger projects that brought bid prices down.
Alderson Carpenter asked for year‑over‑year comparisons; Eric confirmed the 6‑inch rate fell from roughly $2,414.06 to the new figure. The board approved the recommended rates by voice vote; staff will return with the specific properties targeted under the special assessment process and final bills as the process advances.
The approved per‑lateral or per‑foot amounts will be applied in the special assessment step when the city identifies the properties subject to the charges.
