"Every one of you lovely people have expired terms and are in holdover," Parrish said, adding that a sunset committee created under recent charter changes will interview applicants once the committee is formed. She said the committee has not been formed and that she did not have a timeline for those interviews.
Members asked whether serving first as an alternate and later moving to a primary seat would reset the consecutive‑term limit. Parrish said she would verify the ordinance language and consult the city attorney. "I went through all of the ordinances to confirm, but I will double check on all of them," she told the board.
The board discussed obstacles to recruiting members, including prohibitions in the city charter that can prevent board members from applying for city contracts while they serve. Parrish said she will adjust the application process to broaden outreach to organizations and will notify the group by email with clarifications on term limits and appointment procedure.
The board adjourned following the discussion.
