The City Council on Monday rescinded a prior order to demolish a deteriorating structure at 308 East Cesar E. Chavez Avenue after staff reported funds are available to stabilize the building, and it adopted an updated property maintenance code and a new unified system of violation notices.
City Attorney staff told the council that the tax-reverted property will become city-owned and that Lansing Economic Development Corporation monies can cover stabilization costs. "It's less than $100,000 to really stabilize the structure and keep mostly the front from collapsing," the attorney said during the discussion of the rescission resolution. Council then moved to rescind the demolition/make-safe order and the motion carried.
Council also adopted the 2021 International Property Maintenance Code to replace the city's 2015 reference, clarifying the role of the code official and establishing a waiver process for red-tag monitoring fees when owners demonstrate active progress toward compliance. Councilmember Hussain outlined the notice tiers for placards and said the new system will add a "white notice" category to distinguish administrative civil infractions from failed inspections or imminent-danger black placards.
Separately, the council approved 60-day make-safe-or-demolish orders for 3126 Maloney (estimated repairs $130,117; SEV $63,400; owner deceased) and 2112 North I Street (estimated repairs $141,134; SEV $50,100) after staff recommended continued enforcement.
