Fayette County commissioners approved changes to internal check-signature and contracting authorities and ratified revisions to three permanent easements for Georgia Power’s Ashley Park–Creola 230 kV transmission line at the Jan. 8 meeting.
The board approved authorizing the chairman, vice chairman and county administrator, in any two-person combination, to sign checks and raised the dollar threshold requiring a second signature from $5,000 to $20,000. A Fayetteville resident, identified in the minutes as Ms. Williams, spoke during public comment expressing concern about the change and asking for transparency because taxpayer funds are involved; County Administrator Steve Rapson explained the existing checks and balances.
Separately, Commissioners Charles W. Oddo and Charles D. Rousseau said they would oppose ratifying revisions to three previously approved permanent easements for Georgia Power because they wished to remain consistent with earlier votes. The board nonetheless ratified the revisions on a 3-2 vote.
What it means: The change to signature authority aims to streamline routine financial approvals while preserving dual-signature control for larger transactions. The easement ratification clears formal county approval of modifications to the Ashley Park–Creola 230 kV Transmission Line easements.
Next steps: County staff will continue to apply the revised signature rules and will make available supporting documentation on the easement revisions upon request from the County Clerk’s Office.
