The Grand County Commission on March 17 approved a comprehensive repeal‑and‑replace resolution to update the county employee handbook — the first full rewrite since 2014.
Tess Berger, the county’s Personnel Services Director, told commissioners the rewrite brings handbook language into alignment with ordinances and state code, updates terminology and establishes a clean baseline for future amendments. Berger said the update is the first phase and staff will propose additional amendments in a later phase.
Commissioners asked that language be included so that future ordinances and resolutions are automatically incorporated into the handbook. Staff acknowledged the uploaded version lacked that clause and said corrected language would appear on an upcoming consent agenda.
The commission voted unanimously to approve the resolution. Commissioners thanked staff for completing the long‑overdue update and noted some future technical changes and implementation details would be addressed in follow‑up sessions.
