Southfield council hears plans for new Shell station, flagship car wash and cannabis-hour extensions

Planning staff described a conditional-rezoning and special-land-use petition for 22575–22599 Telegraph Road to replace an existing station and bank with a new 24-hour Shell gas station, convenience store with alcohol sales and a drive-through carryout. Brian Biskiner, civil engineer for the applicant, said the design includes enhanced landscaping, a public bike rack, a bus-stop upgrade and three EV chargers (one handicap-accessible). Staff and the applicant said the plan had been revised to eliminate previously requested waivers and conforms to site-plan standards; the council scheduled a public hearing for Oct. 28.
Separately, representatives for Elle Car Wash presented a consolidated plan to demolish several underused parcels at the southeast corner of Northwestern Highway and 12 Mile Road to build a conveyor-style car wash. Engineer Alejandro Fernandez said the facility will recycle roughly 90% of wash water via reverse-osmosis filtration, add about 11,000 square feet of green space and nearly 40 trees, and reconfigure circulation to reduce cut-through traffic. The company described the site as a flagship location and said it has closed on most parcels; council set a public hearing for Oct. 20.
Planning staff also presented two special-land-use items from existing cannabis provisioning centers asking to extend weekend hours to 9 p.m., consistent with a recent ordinance amendment; John Abbo, in-house counsel for Loom Cannabis Co., said the change would keep Southfield businesses competitive with neighboring municipalities. Both cannabis items were referred to the Oct. 20 public hearing process.
Council members asked about EV charging capacity, picnic and seating accessibility, public art commitments and traffic flows; applicants said the gas-station design includes three rapid chargers and picnic seating made handicap-accessible, and the car wash team pledged to pursue public art previously discussed in planning sessions.
