Council updates peddler and sidewalk-vendor code to reflect state law limits

The Huntington Park City Council unanimously approved an ordinance to update the city’s peddler and sidewalk-vendor regulations to reflect recent state statutory limits.
Staff said SB 635 (effective Jan. 1, 2026) added restrictions on municipal regulation of sidewalk vendors, among them the prohibition on collecting criminal-history information from permit applicants, the prohibition on requiring live-scan fingerprinting, and an exemption from certain personal-information disclosures to the California Public Records Act. The staff report showed the city’s code still included preexisting requirements that are now preempted by state law and recommended deletions and technical edits to comply.
Council members asked how many vendors had undergone fingerprinting or obtained vendor licenses; staff replied they did not have a record of any successful vendor licenses and that no vendors had yet completed the live-scan application process in Huntington Park. Council voiced support for clearing regulatory barriers that might have prevented participation in sidewalk vending.
Council moved to adopt Ordinance 2026-03 (amending Title 3, Chapter 1, Article 18) and approved the change by roll call.
