Hurricane council sets interim street impact fees, directs updated fee study

Hurricane City council adopted interim adjustments to the city’s street impact-fee ordinance to account for inflation and directed staff to begin a new impact-fee study.

Staff reviewed the city's 2006 impact-fee study, subsequent adjustments and a spreadsheet showing how the Turner index would affect fees if applied since the original recommendation. Staff said residential fees at full inflation would reach about $6,498.26 but recommended the council set a residential floor of no less than $3,898 (the study's original recommended fee) and no higher than the full inflation-adjusted amount until a new study is completed. Staff also recommended commercial and industrial amounts aligned with recommended inflation adjustments.

Councilmembers debated timing and revenue needs—staff estimated that the city would need about $2 million or more per year in impact-fee revenue to keep up with planned street projects. The council adopted the staff-recommended interim amounts and instructed staff to begin an updated impact-fee study; the ordinance changes, where legally permissible, will take effect after the statutory start window.
