Macomb council approves TIF rehab and downtown façade awards, liquor license and Comcast franchise

The Macomb City Council on Monday approved a series of resolutions and ordinances that together allocate TIF and downtown façade funds to property rehabilitation and façade projects, created a temporary liquor license for a museum event, and granted a cable franchise to Comcast.
Staff presented eight applications for the FY 2026 residential rehabilitation program (East Side and West Side TIF funds). For each accepted property the council authorized payments not to exceed 90% of TIF-eligible project costs or a stated dollar cap. Examples include a $3,426.62 cap for 1328 East Carroll Street (applicant Wilbert Cole) and $5,000 caps for several other properties. Several votes recorded a 6-to-1 tally when one alderman recused because of residency in the TIF district.
The council also approved five downtown facade program applications from East Side TIF downtown funds, with the city's portion described as up to 66% of eligible costs (city staff noted $50,000 budgeted for the program). Applications approved included 129 North Randolph Street (applicant Paul Runzer), 127 North Randolph Street (John Graham) and multiple West Side Square properties.
On second reading the council approved an ordinance creating a special-event liquor license for the Western Illinois Museum to hold the Al Sears Music Fest (Sept. 19-20, 2025, at 201 S. Lafayette St., 11 a.m.-6 p.m.). The ordinance will create a community special-event retailer license to be issued to the museum.
Council also approved a cable television franchise agreement with Comcast of Illinois, Indiana and Ohio LLC, authorizing a franchise fee of 5% of the grantee's gross revenues. A Comcast representative was present for the second-reading consideration.
Several items required only brief presentation and were adopted by roll call with minimal discussion. Council rescinded one earlier resolution after staff reported a clerical error (an address listed as 614 North Edwards was corrected to 637 North Edwards) and then read and adopted the corrected resolution.
The council scheduled an amendment to a downtown façade grant agreement (129 S. Lafayette Street) for further discussion at Committee of the Whole; staff said the applicant requested a completion extension to Nov. 3, 2025 and reimbursement terms were described in the ordinance on first reading.
The council approved the 2026 meeting schedule by motion and roll call and then moved on to other business.
