Summary
At its April 22 meeting the SCRTD board unanimously approved a cooperative purchasing agreement with Washington State DES, an FTA Section 53.10 amendment for electric demand‑response service in Las Cruces and a FY2026 budget amendment; roll‑call votes recorded six yes votes on each resolution.
The South Central Regional Transit District board on April 22 approved several resolutions by unanimous roll‑call vote.
The board authorized SCRTD to enter into a cooperative purchasing agreement with Washington State Department of Enterprise Services to allow staff to use competitively bid contracts for vehicles and equipment. Staff said the state contract had lapsed and using the Washington contract is a cost‑saving measure.
The board also approved a resolution to add an FTA Section 53.10 electric demand‑response service into the Las Cruces service area for FY2027; staff noted some services may trigger ADA/fixed‑route requirements and estimated marginal operating costs between about $96,000 and $144,000 depending on the scope.
In addition, the board approved an amendment to the FY2026 budget adding $573,835.61 to cover salary increases and related project expenditures. Each resolution passed on roll‑call votes recorded as yes by Treasurer Carmona, Mayor Pro Tem Munoz, Trustee Cadena, Mayor Padilla, Mayor O'Guin and Commissioner Sanchez.
All three resolutions were adopted without recorded abstentions or dissent. Staff will follow up with implementing departments and return with details where additional planning or grant requirements apply.
