Summary
The Belvidere City Council approved $2,529,263.54 in general/special fund expenditures and $776,936.94 in water/sewer expenditures, and authorized contracts including a CES design engineering agreement (not to exceed $310,500) for a 5th Avenue storm-sewer reconstruction project and a $7,110 siren maintenance contract.
At its April 20 meeting, the Belvidere City Council approved routine city spending and several project contracts aimed at infrastructure and public-safety maintenance.
The council approved general and special fund expenditures totaling $2,529,263.54 after brief questions about a fire-department engine repair line item. The water and sewer fund expenditures of $776,936.94 were approved in a separate roll-call vote. Both motions passed with the members present voting in favor as recorded by the clerk.
From committee business, council approved a 2026 outdoor warning siren system preventive maintenance agreement with Braniff Communications for $7,110 to be paid from the appropriate fund. Council also approved a contract not to exceed $310,500 with CES Incorporated to complete design engineering for the 5th Avenue storm-sewer overflow and reconstruction project; the work will be paid from capital funds. Director Brent explained the project will add a new release point from the retention pond to the river at a lower elevation to increase capacity.
Other committee motions included approval of tree purchases (total $6,350) funded by a forestry grant, a $4,100 protection/maintenance program paid from a waterline budget item, and change order No. 2 for the Well No. 11 facility construction project for $7,813.80. The council also approved independent contractor agreements for electrical and plumbing inspection services (with noted fee increases) and authorized the State Line Narcotics Team interagency agreement. The council granted a Special Olympics Athlete Victory Parade request for May 14, 2026.
Why this matters: The CES contract moves forward a capital project intended to reduce chronic flooding on 5th Avenue. The approved expenditures and provider agreements maintain routine public-safety and utilities operations.
What’s next: The CES design work will proceed under the stated not-to-exceed cap and staff will continue project planning; several first readings (including annexation requests tied to Rush Power Systems and related zoning changes) were scheduled for second readings at a later meeting.
