Hinkle said the plat met R‑2 zoning standards and included four reserve areas; the planning commission recommended approval (4–0) on March 12, 2026. Council discussed prior resident concerns about drainage and sanitary issues and staff confirmed those matters have been addressed or will be addressed as conditions of the plat. Council moved, seconded and approved the conditional final plat.
Engineering staff brought forward bid awards for residential street rehab funded from remaining 2018 bond money. Charlie Bright said two projects were bid together to achieve scale and that Cherokee Bridal Construction was the low bidder. He reported Cherokee Bridal's work has produced direct savings on city projects and noted the company's responsiveness to quality complaints. For the Steeplechase Farms/East Houston Industrial Park combination, the low bid was $823,152; council moved, seconded and approved the award by roll call.
Staff noted the awards allow the city to extend 2018 bond funds to additional neighborhoods; councilors asked and staff confirmed the projects would proceed following standard construction management and inspection.
