Council concurs with HPC on $13,500 façade loan; $50,000 co-op request tabled for conflict review

The Little Falls City Council on July 21 voted to concur with the Heritage Preservation Commission’s recommendation to support a $13,500 loan to Contegrity Properties LLC for façade improvements at 103 SE 1st Street (the Melgrim’s property) and tabled a second HPC funding request for the Little Falls Food Co-op while staff reviews potential membership/conflict issues.
Alex presented both HPC-recommended loans. He said the Contegrity request would follow the HPC loan structure (60% loan, 30% grant if guidelines are followed, and 10% applicant share) and that the applicant met HPC criteria. “They’re looking at adding two side windows… new insulated glass… and a new insulated more efficient door,” he said, describing the scope and the $13,500 request.
On the co-op request, Alex said the Little Falls Food Co-op (also referred to in discussion as the Purple Carrot) seeks $50,000 for exterior brick repair and a new storefront at 53 East Broadway. Council members asked whether membership or investment tiers among council members would create conflicts of interest or affect quorum; one council member noted several council members are co-op members. City staff recommended tabling the request to the next meeting to determine whether council members’ membership or investment status would require recusal or otherwise impede decision-making. The motion to table was approved.
