During the city manager’s report at the April 20 meeting, staff warned that a substantial increase in health-insurance costs is affecting the city’s 2026–27 budget outlook and said staff will propose service reductions to balance the budget.
“We continue budget discussions and budget preparation for the proposed fiscal year 20 26, 27 budget, and that has consumed a lot of my time and the finance director’s time since we've been notified of a substantial health insurance, cost increase,” the city manager told the council. The manager said staff will bring additional recommendations on service reductions to a publicly noticed meeting on April 27 at 4:30 p.m.
The manager also reported other ongoing work relevant to the budget: staff met with the city’s sales-tax consultant and described no major positive news on receipts; staff have been preparing strategic-plan priorities after a community workshop; and the city is nearing completion of a new Recology franchise agreement expected to go into effect Oct. 1, with a short-term extension of the current agreement needed in the meantime.
Council did not take formal action on the budget at the meeting; staff indicated they will return with proposed adjustments and additional detail at the April 27 meeting.
