Carter County Commission approves multiple budget amendments, directs funds toward Norwell HVAC payment

The Carter County Board of Commissioners on April 15 approved a series of budget amendments and funding actions that together allocate hundreds of thousands of dollars for county projects and school programs, and direct multiple revenue sources toward payment for a Norwell HVAC project.
The Budget Committee reported and the commission approved motions to use $271,267.00 in HVAC Grant funds and $341,750.00 in LACTF Grant funds toward a Norwell payment; the commission also approved using $198,697.08 from Excess Board Reserves toward that same payment, with the remaining balance to come from a loan. In separate votes the commission approved County General Fund Budget Amendment 101-10 (items 1–8 and 10–11) totaling $40,017.29; Highway Fund Budget Amendment 131-5 for $67,700.00 (with $60,000 coming from Unassigned Fund Balance); General Purpose Schools Fund Budget Amendment 141-7 totaling $130,906.07; School Federal Projects Fund Budget Amendment 142-7 totaling $502,357.00; and Head Start Fund Budget Amendment 145-4 totaling $16,960.00.
Robert Acuff and other committee members presented the items; voice votes recorded unanimous approval on the bulk of measures. The commission also accepted Animal Shelter monetary donations totaling $1,780 and non-monetary donations totaling $980.
One budget item drew recorded opposition: a motion to approve Budget Amendment 101-10 #9 in the amount of $6,500 passed 19–4. The minutes record no additional amendment text beyond the dollar amount; the four no votes were Chairwoman Ginger Holdren, Donnie Cable, Todd Smith and Lesley Hughes.
Why it matters: the packaged approvals move planned capital and program spending forward, including a targeted use of multiple grant and reserve sources to cover a Norwell HVAC payment and large federal-school project funds that will flow through the school district’s federal projects fund.
Next steps: Finance Director Carolyn Watson made budget minutes available for detailed line-item questions and, per commissioner remarks later in the meeting, will present audit-related financial management information at a Special Called Financial Management meeting on April 18.
