County counsel said the county’s portion included a proposed $500,000 forgivable loan, to be paid from TIF funds and conditioned on Sustania achieving 191 jobs at $46 per hour. Counsel described the action as an intermediate step: if the board approves, the item returns to the redevelopment commission for a public hearing and a confirmatory resolution and then proceeds through city and county approvals.
