Commission reviews subdivision ordinance changes to allow minor administrative subdivisions

The Planning Commission reviewed proposed changes to the subdivision ordinance that would grant staff authority to administratively approve a limited set of minor subdivisions.
Under the draft, staff could approve plans to divide existing property into two or three lots, combine multiple lots into a single parcel, or adjust common property lines for existing parcels provided there are no new streets or new utilities required and proposed lots meet setbacks and zoning requirements. Ken Roberts said the intent is to streamline routine, low-impact adjustments "so they don't have to go through the full planning process with a preliminary plan and final plan."
Commissioners asked procedural questions. One asked whether county recording must occur before staff approval; staff confirmed the sequence: staff approval first, then recording at the county. Commissioners also noted potential external reviews—MnDOT or county could reject or require additional review if a proposed split raised traffic or other impacts. Roberts said he had asked the city engineer for input on certain highlighted sections and would refine the language based on that feedback.
No action was taken to adopt the ordinance at the meeting; staff will return a revised draft and schedule the measure for a public hearing at the next Planning Commission meeting.
