Owosso council establishes temporary Carnegie Library advisory committee, adopts liability waiver policy and schedules budget workshop

On April 6 the Owosso City Council created a Temporary Owosso Carnegie Library Building Committee to advise on reuse of the Carnegie Library building, adopted a Hold Harmless/Waiver and Release of Liability policy for city events, scheduled a May 6 budget workshop, and authorized an annual notice to collect unpaid utility charges.
The Owosso City Council took several governance actions April 6 focused on property stewardship, event liability and budget planning.
Council approved Resolution No. 50 to establish the Temporary Owosso Carnegie Library Building Committee to study and recommend options for repurposing the historic Carnegie Library. The committee’s named membership in the resolution includes Rob Teich (chairman), Justin Horvath (vice chairman), Tom Cook, Piper Brewer, Gary Wilson, Sean Harrington, Jeff Ferweda, and Nathan Henne as the nonvoting city liaison. The committee will meet on the fourth Thursday of each month and operate under the Michigan Open Meetings Act; it is expressly advisory and will be dissolved when the council adopts a final plan or decides otherwise.
The council also adopted Resolution No. 49 implementing a Hold Harmless, Waiver and Release of Liability Policy and approved three standard waiver forms for general adult participants, parent/guardian waivers for minors, and performer waivers. The City Manager was authorized to administer the forms and make minor administrative updates; substantive changes must return to council with City Attorney review.
Council set a special budget workshop for May 6, 2026 at 6:00 p.m. to review the 2026–2027 proposed budget. Separately, after discussion, the council authorized the Annual Notice for the collection of unpaid utility charges and the intent to lien, in compliance with Chapter 15, Section 15.4(c) of the Owosso City Charter. Roll-call votes were recorded where applicable and Councilmember Carl C. Ludington declared and entered a pecuniary interest on the record related to March 2026 contracts with Ludington Electric, Inc., stating he will abstain where appropriate and will not participate in discussions or attempts to influence votes on those matters; the items tied to that disclosure will be considered April 20.
