Owosso council approves consent agenda: $30M wastewater plan hearing set, CDBG housing hearing, grants and engineering contracts

The Owosso City Council approved a multi-item consent agenda April 6 that included setting two required public hearings, accepting grants, and authorizing contracts and contractor quotes.
Among the items, the council set a public hearing for 6:30 p.m. April 20 on a proposed amendment to the Clean Water State Revolving Fund (CWSRF) Project Plan for FY2026. The project plan amendment described by staff includes a new wet-weather pump station near an existing sanitary sewer overflow, an equalization basin at the Wastewater Treatment Plant, and design/construction engineering work with an estimated cost of $30,000,000; user-rate increases were noted as already factored into planning. The hearing is required by EGLE’s CWSRF program.
The council also set a public hearing for April 20 on a Community Development Block Grant (CDBG) Homeowner Rehabilitation grant in the amount of $1,475,000 to assist owner-occupied, low-to-moderate-income single-family households with interior and exterior improvements.
Other consent items approved included acceptance of a FY2024 State and Local Cybersecurity Grant Program award of $22,960 for advanced backup solutions (no local match required), approval of an amended Blight Grant Agreement with the Shiawassee County Land Bank to clean up the collapsed building at 117 W. Exchange St. (city cost not to exceed $60,000), authorization of four pre-qualified engineering firms for future projects, authorization of a $76,200 professional services agreement with Fleis & Vandenbrink Engineering for construction engineering on the Woodlawn Avenue Rehabilitation Project, approval of CDBG contractors’ quotes totaling $187,389.21 for Round 1 home-improvement work, and affirmation of warrants and check registers.
Councilmembers recorded roll-call approvals for the consent agenda items where votes were required. The blight cleanup contract award named Heiler Excavating LLC as the contractor for demolition at 117 W. Exchange St.
