Josephine County grants airport manager signing authority, approves Illinois Valley fuel-farm contract and sale of 210 Tacoma property

The Josephine County Board of Commissioners on April 8 delegated routine contract- and lease-signing authority to Interim Airports Manager Cherie Jadot and approved three airport-related actions intended to improve operations and support local economic development.
At the meeting, Jadot presented Board Order No. 2026-018 requesting delegated signing authority so the airports office can execute leases, contracts and related documents needed for day-to-day airport operations. Commissioner Gary Richardson moved approval; Commissioner Colene Martin seconded. The motion passed on a 3-0 roll call (Commissioners Richardson, Martin and Chair Ron Smith voting yes).
Jadot also presented a contract award to All Construction Elements, LLC for $566,328.27 to install a fuel farm at the Illinois Valley Airport. The project will include a card-lock fuel system intended to improve fuel access for based aircraft and transient users; the system is expected to be operational in early fall pending construction timelines and equipment delivery. Commissioners approved the contract 3-0 (motion Richardson; second Martin).
Separately, Property Manager Helene Lulich briefed the Board on the county-owned parcel at 210 Tacoma Street. The county completed a lot-line adjustment creating a 7.44-acre parcel containing the existing building and improvements and received a full-price offer. Lulich said sale proceeds will first reimburse costs associated with the lot-line adjustment and sale process, with remaining funds directed to the Airport Fund. The Board approved authorization for the sale under Board Order 2026-021 by the same 3-0 vote (motion Richardson; second Martin).
No commissioner recorded a nay vote on the three airport items. The actions are recorded in the meeting minutes and are intended to speed routine airport transactions, expand fuel access at Illinois Valley and reallocate proceeds from a surplus property sale to airport operations and reserves.
What happens next: The county will execute the delegated-signature documentation and finalize contract and sale paperwork; the fuel-farm schedule remains contingent on equipment delivery and contractor timelines.
