The Foster County Water Resource Board on April 8 directed Apex Engineering to prepare a map to accompany a scope of work for a proposed Carrington Creek cleanout and adopted a Watercourse Maintenance Cost-Share Policy intended to guide funding for future maintenance.
Board members Doug Zink and Brent Bachmeier reported they met with Foster County Commissioners Pat Copenhaver and Paul Roller and with Brian Johnson of Johnson Excavating to review what snagging and clearing work would entail for Carrington Creek. After the discussion, board member Alex Stedman moved that Apex prepare a map to accompany the scope-of-work documents for the project; Jeff Edland seconded and the motion carried unanimously.
At the same meeting, Zink reported on the Rocky Run Joint Water Board and recommended establishing a dedicated maintenance fund for Rocky Run Water Management areas. The board also reviewed an Interstate Engineering letter characterizing a separate project as a clean-out, with Eddy County identified as funding 80 percent of that project's cost and landowners funding the remaining 20 percent.
The board voted to adopt the Watercourse Maintenance Cost-Share Policy on a motion by Zink, seconded by Stangeland. The policy approval is intended to create a consistent approach to sharing maintenance costs among counties, landowners and other stakeholders. Attorney Kale Van Bruggen reported he is drafting a proposed 2027 water resource bill and the board noted a Water Topics meeting scheduled for May.
Apex Engineering was tasked with producing the requested map to support project bidding and scope definition. The board set its next meeting for May 13, 2026.
