Carpenters urge inclusion in proposed district PLA, warn of labor conflict if excluded

Multiple speakers representing carpenters’ unions addressed the board during public comment to oppose negotiation of a district-wide project labor agreement (PLA) that would proceed without the carpenters’ representation. Matthew Beeston, who identified himself as representing the Carpenters Union, said the Building Trades Council does not represent carpenters and urged the district to require inclusion of the carpenters in PLA negotiations from the outset.
A North Coast Carpenters Union representative echoed those concerns and told trustees that the district, as the awarding body, has the responsibility to set terms for who participates in PLA talks. Speakers warned that exclusion of the carpenters could lead to public protests and job-site picketing and asked the board to ensure carpenter representation in any PLA process.
Trustees thanked speakers for raising the concerns; the board did not take immediate action on PLA policy at the meeting. Speakers said they would follow up with the board in writing and requested further engagement on the issue.
