Rock Valley City Council adopts amended FY2024–25 budget, approves routine resolutions and personnel actions

At its May meetings the Rock Valley City Council adopted an amended Fiscal Year 2024–25 budget and approved a series of routine resolutions, including wage-setting for FY2025–26, hiring a full-time police officer and setting public hearings on urban renewal and water rates.
The Rock Valley City Council adopted Resolution No. 1017-25A approving the Fiscal Year 2024–25 Amended Budget at the May 28 meeting after a public hearing in which the City Clerk reported no written or oral comments. The roll call vote recorded AYES from De Kam, Koldenhoven, Faber and Van't Hul; the Mayor declared the resolution adopted.
Across regular meetings in May the council also approved several routine resolutions. Resolution No. 1011-25 set a date for a public hearing on designation of the 2025 Rock Valley Urban Renewal Area; Resolution No. 1012-25 set a public hearing to consider amendments to Chapter 92 (water rates); Resolution No. 1013-25 adopted employees' wages and salaries for Fiscal Year 2025–26; and Resolution No. 1014-25 amended an emergency bank note with Peoples Bank and Premier Bank. All votes on those measures were recorded as unanimous in the minutes.
Council member Koldenhoven introduced Resolution No. 1016-25 to hire Ian Spaans as a full-time police officer; the motion was seconded by De Kam and approved by the council. The council also accepted the resignations of Economic Development Director Miller and Deputy Clerk Arkema and expressed thanks for their service.

Why it matters: Adoption of the amended budget and the wage-resolution set the city’s near-term spending and personnel costs. The urban renewal and water-rate hearings are scheduled next steps that will allow public input before any changes to tax-increment or rate structures are adopted.
