Summary
The council approved updates to Policy 112 to establish separate memorial trees and benches, allow up to five plaques on new benches (grandfather existing plaques), accept applications year‑round and require 20 endorsement signatures for approval.
Melissa Moriah, deputy community services director, asked the council to adopt proposed revisions to Council Policy 112, the memorial tree and bench program. Moriah summarized key updates: the policy will explicitly provide two memorial options (memorial trees and memorial benches); each new memorial bench may include up to five plaques while existing benches with plaques are grandfathered and will not accept additional plaques; the application process will remain open year‑round; and each application must include 20 endorsement signatures to be approved.
Staff said feedback from an earlier March 17 discussion was incorporated into the draft policy and that the draft includes examples of qualifying contributions to provide clarity to applicants. Councilmembers thanked staff for incorporating resident concerns and for the work on the policy. A motion to adopt the proposed revisions was moved, seconded and passed by voice vote.
The motion passed; the revised policy will be implemented by the Recreation/Community Services department according to existing administrative procedures.
