Council approves contracts for new municipal building after debate over costs and sustainability

The Saint Peter City Council voted Aug. 25 to authorize the construction manager at‑risk to enter contracts for the municipal building project after reviewing bid results and staff recommendations.
City staff told the council the recommended set of divisional low bids and allowances produces a construction cost estimate near $6.4 million (not including acquisition, architects or engineers). Staff explained that some bids were rejected for noncompliance (for example, missing bid bonds) and that some nonrecommended divisions could be rebid or procured under purchase‑policy authority.
A council member said the project is a better long‑term property‑tax approach than repeatedly repairing the existing municipal building, which staff estimated could require about $3 million in short‑term repairs. That same council member also urged the city to weigh sustainability beyond short‑term energy efficiency, warning that natural‑gas boilers in the new addition add long‑term carbon emissions even if they are cost‑effective up front.
Another staff recommendation rejected an alternate that would have overhauled two large restroom bays at a cost of about $110,000; staff said the council could revisit that alternate later depending on contingencies and change orders.
The resolution directing RW Carlstrom, as construction manager at risk, to enter contracts for construction and remodel was approved by roll call vote. Contracts will be issued to the recommended low bidders and staff will proceed with required procurement steps.
