Game and Fish describes limited access plan for Fenster Slough; county discusses safety and parking

A North Dakota Game and Fish representative told the Ramsey County Commission that Fenster Slough qualifies for fishery management because public access exists (Old Highway 2 and County Road 4) and that the agency has stocked the waterbody and observed a viable pike fishery.

The representative said modest dirt work and a few loads of gravel would allow one or two trucks and trailers to use a primitive access without creating a paved parking lot, and that Game and Fish does not authorize docks or fund ongoing maintenance of docks — those are typically installed and maintained by local groups.

Commissioners and residents pressed the agency official on parking and safety along County Road 4, noting that large farm equipment uses the road and that informal parking could create hazards. Township officials present said they would not oppose a short apron of gravel that stays on township right‑of‑way, but commissioners flagged the need for easements if larger access or parking were proposed.

The board discussed reserve options — small gravel approaches versus more substantial riprap or permanent infrastructure — and emphasized that any expansion would require landowner easements and further review. No formal vote was taken; staff were asked to coordinate with Game and Fish and the township on any proposed access improvements and to report back.
