Medford board approves bleacher project, increases staff education reimbursement and other finance motions; EAP discontinuation fails

At its April 22 meeting the Medford Area Public School District Board of Education approved a series of finance, personnel and facilities measures while rejecting a proposal to discontinue the district’s Employee Assistance Program (EAP).
A finance motion to end the EAP as of July 1 drew a roll call vote and failed 4–5. Yes votes were recorded from John Zuleger, Brian Hallgren, Don Everhard and Steve Deml. No votes came from Jodi Nuernberger, President Dave Fleegel, Aemus Balsis, Corey Dassow and Kurt Werner.
The board approved hiring Elizabeth Rachu as Director of Curriculum and Instruction, at a salary of $85,000 plus benefits on a 235-day contract effective July 1, 2024. Laura Lundy presented the curriculum director duties and responsibilities ahead of the vote.
On facilities and finance, the board voted to proceed with the Raider Hall bleacher replacement after a presentation by District Administrator Pat Sullivan and Adam Schwarz. The bleacher motion passed with no opposing votes. The board also approved a utility easement agreement with the city to address an existing water line under the district parking lot.
Audra Brooks presented Fund 46 and the district’s long-term facility plan. The board adopted finance recommendations to increase credit-reimbursement from $125 to $175 per credit (maximum three credits per year) for credits earned after July 1, 2024. The board approved renewing a certificate of deposit for nine months and approved a finance motion to raise the food-service contract by 3 percent.
On policy matters the board approved second-reading adoption of several policies, including EEAEAA (Drug and Alcohol Testing for Bus Drivers) and related transportation and food-service policies, and accepted RVA-DB operational budget and agreements as presented.
Why it matters: The EAP vote and personnel decisions affect staff supports and human-resources costs; approvals for the bleacher project and easement advance capital work on district facilities. The reimbursement increase and food-service contract adjustment affect employee incentives and the district’s operating budget.
