Councilmembers discussed timelines and public engagement; several expressed a preference for a goal of presenting changes for a May election next year and for recruitment methods (application process, town halls and outreach to broaden participation). Councilmember Marissa Jimenez moved to appoint a 15‑member commission and asked staff to post an application and return a list of nominees for council approval by the May 28 meeting; the motion passed.
