Consultant previews design-guidelines draft; one-month public review set

The city's consultant presented a draft, advisory design-guidelines document intended to guide redevelopment in commercial and higher-density residential districts and invited council and public comment during a one-month review.
Matthew Ansfal, the city's senior planner (label 9), introduced Sigruti Ghosh of RHI, who said the guidelines cover three realms — public realm (streetscape), private realm (site-level horizontal surfaces) and building design — and include area-specific character guidance for districts such as North End, City Springs, Central Perimeter and Powers Ferry. "These are the areas where the guidelines are going to be applied starting from North End, City Springs, greater, Central Perimeter, Crossroads, Neighborhood Village, and Powers Ferry to the West," Ghosh said.
Ghosh described the draft as advisory and graphic in nature, intended to clarify expectations during pre-application conversations and reduce redesign for applicants. She noted the draft will be posted to the city website for a one-month public review period that closes on 05/15/2026, with an additional public meeting planned soon; staff will then use public feedback to refine the document and determine if any elements should be translated into code text.
Council members asked when the council would formally adopt a posture on the guidelines and whether the document will influence projects already in process. City staff said the draft review is the time for council input and early implementation is intended to inform pre-application discussions; if a flexible approach does not produce the intended results, staff may return to council to propose code amendments.
Next steps: the draft will be posted to the project site and staff and RHI will present the guidelines to the Planning Commission and hold the scheduled public meeting; council members were asked to review the draft and provide prioritized feedback on implementation features they want to emphasize.
